Sustainable Science and Technology Partnership Grants for Vulnerable Emigre Scientists and Partner Institutes in Third Countries

Objective

The ISTC will conduct outreach, solicit proposals for ISN/CTR review and approval, and fund at least three (3) one-year research grants for institutes in Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyz Republic, Moldova, Tajikistan, or Uzbekistan. Each project should include both 1) scientists, technicians, or engineers (STEs) from the host institute and 2) at least ten (10) scientists, technicians, and engineers (STEs) with dual-use expertise relevant to weapons of mass destruction (WMD) or their delivery systems who emigrated from Russia to Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyz Republic, Moldova, Tajikistan, or Uzbekistan after January 2022. Emigre STEs should have demonstrated expertise in dual-use disciplines including, inter alia, nuclear physics and engineering, aeronautics, biology, chemistry, etc. This effort will benefit the host country by facilitating research and innovation involving top-tier emigre scientists at host-country research institutions, while providing financial support to emigre scientists for supervised research in an appropriate research environment.
