An Export Controls Handbook Launched in Kyrgyzstan under the ISTC Implemented EU Project on Dual Use Trade Control

On November 15, 2019, the Ministry of Economy of the Kyrgyz Republic together with Center on Export Control (CEC) held an event for the presentation of the Handbook on Export Control.

The event  has been launched  by the Head of Non-tariff  Regulation  and Export  Control Division of the Trade Policy Department, Ministry of Economy of the Kyrgyz Republic Mr. Nazar Malayev  and  the  representative of the ISTC regional brunch office  in Kyrgyzstan, Ms. Dinara Kerimbaeva.  In addition, the welcoming speech and presentation was made by Ms. Jyldyz Sydygalieva, Director of the Center on Export Control.

The Export Controls Handbook was prepared by a group of export control experts assisted by the Ministry of Economy of the Kyrgyz Republic, the Export Control Center and International Science and Technology Center (ISTC).

This Handbook provides for the detailed information on international export control regimes, on the national export control system in the Kyrgyz Republic, and on the relevant current legislation. It describes the licensing and permit granting procedures, the controlled items end-use control procedure, customs control, granting of end-user certificates, and internal control procedure. Also, the Handbook contains information about the authorized state bodies that grant permits, about liability for violations of the legislation of the Kyrgyz Republic in the field of export control as well as about radiation, chemical and biological safety.

The event was attended by over 30 representatives of government agencies, the Ministry of Foreign Affairs, Customs, research institutes, industry and business community.
