Project summary

Actuality of the current project is caused by the fact that the importance of environmentally absolutely safe and nontraditional sources of electroenergy achieved so high level it arouses the question of their commercial use. It gains the special importance for energetic independence of Georgia. Since, the helioenergetic equipment is still expensive(1vt of electric power costs from 10 to 20 USD), it arouses the issue of optimization of its parameters by exact preliminary calculations. Firstly, it makes possible to except rising of the cost price of equipment and secondly, provides the consumer with guaranteed electricity.

However, for optimal functioning of different heliosystems and for calculation of their economical effectiveness, it is necessary the detailed and exact estimation of solar radiation cadastre and conditions of surrounding such as: air temperature and humidity, speed and direction of the wind, quantity of the dust in the atmosphere, etc. In addition, it is important to foresee this indicators for the future period.

Probably, in the constructing process of the modern heliocadastre, the most perspective is the stockastical method. According to this method, the spatial and temporal changes of solar radiation is considered firstly, as complex process that is characterized by regular monthly, annual and ancient variations of radiation, conditioned cosmic factors, circulation of the earth around its axis and the sun and secondly, quite visual accidental vibrations mainly connected with stockastical features of the field of cloudiness and optical condition of atmosphere. That is why the creation of the database of helioparametres of territory of Georgia is most important.

Nowadays, the international system for energetic expertise (JSEEK) intensively works in this field. It means the creation of national date base. Their totality makes up the international database of helioenergetic. The facts about Georgia must be included in above-mentioned helioparametres. However, the helioenergetical sources of Georgia are not properly investigated and the modern heliocadastre doesn't exist.

The innovation in the current project is that by electromechanical integrator specially developed by participants of the project it will be gained the detailed figures about helioenergetical sources of Georgia in more than 40 points. The information will be gained in authomatical regime. It will be created observing net of monitoring.

The scientific importance of the project in case of its practical implementation is the following:

1. It will be investigated the dependence of helioenergetical sources of Georgia upon natural and climatic conditions caused by peculiarities of geographical condition, circulation of atmosphere and conditions of relief of the country.

2. It will be created the national database that will be entered in the international energetic database.

The practical importance of the project is that after working up of the gained information it will be worked out the modern heliokadastre of the whole territory of Georgia. Accordingly, it will significantly be simpled and improved the process of reliability of designing of heliosystems in Georgia.

The economical superiority of the project consists in comparative less capacity of financing (by comparison with existed international experience for solution of similar problems). The possibility of elaborating new methods and technologies with significant decrease of ecological pollution of the nature and its importance for solving of energetic problems is hard to overestimate. In the process of designing heliosystems these technologies could assume the beneficial commercial importance for Georgia.

Realization of objectives and purposes is caused by the fact that in case the project is practically implemented, the scientists and specialists who in the past were occupied in military fields will have the opportunity to implement their skills and knowledge for peaceful purposes. It will stimulate the cooperation of project participants with foreign colleagues.

The project assumes the great importance from the point of view of humanity, since the participant scientists are refugees from Sukhumi. They were forced to leave their own apartments by Abkhasian separatists. Presently, they have been living in very hard conditions (5-6 persons in a room) in different hotels of Tbilisi.
