Project summary

The aim of the Project is to develop a methodological basis for treating the problem of system security of information exchange in local and global computer networks. The attainment of this goal entails solution of the following essential tasks:
- Development of theoretical grounding for system approach to information security in local and global networks;
- Development of methods for application of quasi-groups and hyper-identities to the theory of cryptography and in logical programming;
- Development of sets of methods and models for assessment of information security indicators in local and global networks;
- Classification and system analysis of both the functional tasks of information security and the methods of their solution;
- Development of a methodology for optimum selection (based on the given series of efficiency factors) of methods for solution of a set of information security tasks;
- Development of application packages.

The Project also aims at redirection of weapon specialists as well as change of the nature of research to civil-oriented research efforts.

The problem acquired urgency in consequence of the fact that the need in extensive use of local and global computer networks for improvement of information exchange in society has greatly aggravated the information security problem. The difficulty in solving this problem is due to the fact that requirements to quality of information in networks that define the information security, stipulate, first, for system approach to qualitative attributes of information such as the safety, reliability, timeliness, completeness etc., and second, for elaboration of a system mechanism providing the information security at any stage of data exchange in local and global computer networks.

The objectives set in the Project are really attainable owing to wide experience gained by the authors during development of mathematical and methodological foundations of information security in local and global networks, as well as to the preliminary results obtained. This background may serve as a basis for successful continuation of research efforts in this field and achievement of Project objectives.

In consequence of Project implementation, the following results of basic and applied nature are expected:


- Deepening of knowledge in the field of system security of data transfer in local and global computer networks under conditions of unpredictable external influences;
- Application of quasi-groups and hyper-identities to the theory of cryptography and logical programming;
- Classification and system analysis of functional tasks of system approach to information security and the methods of their treatment;
- Development of sets of methods and models for assessment of information security indicators in new applications;
- Development of a methodology for optimum selection (based on the given series of efficiency factors) of methods for solution of a set of information security tasks in applied problems of science and technique;
- Permission of ampler opportunities for obtaining reliable and comprehensive information in various fields of natural sciences and their applications.

Interested in the results to be obtained within the framework of Project may be:


- The Research centers, for which the acquisition, analysis and processing of reliable and comprehensive information is an essential aspect of their research activities;
- The firms that develop application software products;
- The firms that are interested in providing the information security in their own computer networks.

The scope of works to be covered in the Project:


- Development of theoretical basis for system approach to the problem of information security in local and global networks;
- Development of methods for application of quasi-groups and hyper-identities to the theory of cryptography and in logical programming;
- Development of sets of methods and models for assessment of information security indices in local and global computer networks;
- Classification and system analysis of both the functional tasks of information security and the methods for their solution;
- Development of a methodology for optimum selection (based on the given series of efficiency factors) of the methods for solution of a set of information security tasks;
- Preparation of the final report.

For realization of Project it is envisaged to use the methods of system analysis, of control and decision theories, the probability theory and mathematical statistics, the coding theory, the theory of finite fields and prime polynomials, of the Delphi approach, mathematical programming and multi-objective optimization theory.

As a result of Project implementation, a number of tasks will be solved including those regarded by the ISTC as the priority ones:

- The reorientation of skilled specialists to civil research activities;

- Support of basic and applied research and technology development for civil purposes;

- Further integration of the scientists and engineers formerly engaged in defense programs (in the development of information weapon) in the international scientific community, as well as widening of creative and business contacts with foreign specialists and firms;

- Contribution to the solution of national or international technical problems, such as the struggle with international terrorism as concerns the repulsion of information attacks and so on.

The proposed Project has been caused by the need in providing alternative research activity for scientists and technical staff that have been formerly involved in defense programs and development of military facilities (in the development of information weapon) and was drafted in conformity with instructions of ISTC.
