Project summary

The goal of the project is to find out effective ways for technical realisation of the remote monitoring of the environments in zones of industrial plants, storages of radioactive and toxic materials by a flying laboratory IL-18 and a paraplane-robot in complex application of up-to-date multi-spectral equipment, equipment for measuring ionising radiation and equipment for determination of the gas compound in the close-to-earth layer of the atmosphere.

Up to present the experience of using the airborne remote multi-spectral sensing (RS) for the solution of problems of chemical and radioecological monitoring was accumulated.

For further development of the airborne remote sensing the project plans to use both IL-18 and a paraplane-robot, and to increase the variety of equipment by using semiconductor sensors, able to measure concentrations of gas pollutants in the atmospheric air.

The project will result in the development of the methodology and technical approaches to the realisation of the remote ecological monitoring, which allows to get safely efficient, true and representative initial information, exactly attached to place. In particular, the analysis of needed variety of measuring devices and the requirements to their characteristics will serve as the basis for completing the work with existing in participating institutions devices and their further installation on board IL-18 and paraplane-robot. There will be created the technology of the computer-aided processing of complex remote sensing materials, will be developed and adjusted specialised software. It is supposed that in the end of the project will be performed research flights over test areas and executed the analysis of received materials.

FRIAS has accumulated much experience in surveillance of the underlying surface with its own flying laboratories based on multipurpose aircrafts. Besides on the basis of a radio-controlled paraplane-robot there has been developed both gliding and active (with an engine) aircraft as a user-friendly and cheep monitoring facility. Given aircraft with a soft wing allows starting from a carrier, from ground or from a floating base.

The remote sensing of ground objects from the IL-18 board can be realised in the spectral range 0.4–14.0 mkm. The main characteristics of the FRIAS RS complexes are:

– the possibility to receive synchronous multizonal images using photo, TV, infra-red and laser-scanning equipment with simultaneous digital registration of information from all optical-electronic navigation systems in a single frame;

– perfect navigation supply including up-to-date inertial systems, Doppler gauges of speed and drift angle, GPS/GLONASS satellite navigation systems, airborne PCs.

Data processing is executed in the specialised scientific centre of the institution.

During many years Russian Research Centre “Kurchatov Institute” Institute of Molecular Physics (RRC “KI” IMP) has been developing methods of diagnostics and ecological control.

Safe and reliable functioning of nuclear installations and radioactive material storages requires for permanent monitoring of the ecological state of environment. Important indexes of this state are radiation background and gas compound of the atmospheric air.

The increase of the radiation level may vitally change the gas compound of the surrounding atmosphere. Radiolise (decomposition under ionising radiation) of the atmosphere water (vapour, dew, etc.) leads to the increase of hydrogen content. As hydrogen is not the product of the biosphere activity, so changes of its concentration over nuclear object allow to judge about the changes of the radiation level. Thus, the problem is reduced to the possibility of measuring a small portion of hydrogen (and, possibly, hydrogen containing gases) on the level of several dozens ppm, and also to the setting of correlation between the content of gases on the aircraft or a paraplane-robot altitude and the radiation level on the object’s surface.

Developed in RRC “KI” IMP sensors on the metal oxides and gas sensors on the MIS-structures (metal-isolator-semiconductor) with a shutting from catalysis active metals, as well as sensors on metal oxides allow reliable registration of the compound of hydrogen and hydrogen containing gases in the atmospheric air, on the level of ppm units, what corresponds to the background hydrogen compound in the atmosphere.

Within the project it is planned to solve following problems:

– monitoring of the chemical and radiation background over industrial objects with the utilisation of gamma-analysers and other dosimetric devices;


– setting of correlation between the hydrogen concentration in the atmospheric air over the researched object and the general radiation background;
– measurement of the concentration of gas pollutants in the atmospheric air with the use of semiconductor sensors.

Co-ordination of participating institutions’ activity will be realised with the help of joint working groups. Both organisations will take part in the installation of the equipment on board, in test flights and in the analysis of acquired results.

Volume of co-operation with the foreign collaborator will include:

– participation in the development of the offers on the project and plans of works;


– information exchange during the project’s realisation;
– participation in the analysis of final results;
– conducting of mutual conferences and working groups;
– rendering assistance in the transfer of results acquired during the project realisation to interested foreign and international organisations.

Approaches developed during the realisation of the project will allow to combine the operative review of the ecological state of vast territories with the detailed and safe research of detected zones of high pollution from the low altitude, to estimate not only the pollution of the area in the zone of the researched object, but also the transfers of pollutants towards settlements and guarded objects of nature.

During the realisation of the project aircraft will be equipped with adjusted special measuring devices, there will be solved problems of software and methodological supply of monitoring data processing, will be realised the check-up of the hardware operation in trial flights over test areas.

Received results will allow to start the practical development of remote ecological monitoring systems.

Taking part in the applied researches in the extremely important area of ecological monitoring, scientists and engineers from FRIIAS and RRC “KI” IMP, experienced in weaponry, will be able to change their orientation towards alternative peaceful researches.
