Project summaryThe objective of this project is to develop an expert system (ES) to determine whether chemical production facilities are producing or have the capability of producing, possibly illegal, hazardous chemicals that are under some legislation due their properties. This task is requires to accumulate military chemists* experience and to generalize from 5* knowledge base for the expert system. Such analysis of the plants' activities is topical in connection with international and national legislation development, directed on limitation and/or prohibition of production or usage of such chemicals that are hazardous to living beings or harmrul to public health, and carrying out effective control for this legislation realization. The expertise can be cpnducted within the framework of carrying out the measures of trust in the field of chemical djsarmament and environmental monitoring.
It can be conducted by the international, national and public organizations. The realization of the project will permit to increase the effectiveness of control and reliability of the received conclusions.
The best means of such methodology's realization are computer expert systems, allowing within the framework of specially organized knowledge bases and systems of logic rules for conclusions making, to accumulate the experience of experts in given field. In turn it let the possibility for the user with minimal training to solve such tasks effectively enough.
Evaluation of the plant must base on its objective characteristics. It is obvious that documentary data only are not enough, comprehensive control can be ensured in case of their logical combination with visual data, instrumental and analytical monitoring of the controlled object.
It is expedient that the methods of revealing of the signs, which are typical for the plants that deal with operations on the production of hazardous chemicals, should base first of all on such observations. Variety and a great number of such characteristics stipulate the necessity of their full scale classification. The effective analysis of those characteristics taken as a whole for the specific plants requires the creation of a well -developed system of logic rules within the framework of computer ES.
Especially important aspect of gathering and analyzing the information is getting objective data by means of taking and instrumental analysis of the representative samples of air medium, water reservoirs, soils and vegetation. The main problem here is selection of sampling points on the settlement areas, sanitary protection zones of enterprises, facilities area, and etc..The methods of artificial intelligence, which being realized within the framework of specialized blocks of the proposed ES, can be fully applied to this task.
Creeation of knowledge base for such a type of ES requires the utilization of the experince of highly qualified specialists in the field of military chemistry to begin with and in the field of chemical technologies and harmful productions in particular, and toxicology, analytical chemistry, etc.
The assumed great volume of information requires highly effective algorithms of input and data search, as well as specially elaborated systems of compact information storage. It is supposed to use up-to-date instrumental means of knowledge enginttring.
The operational on a PC Expert System will receive as a result of the project realization, utilizing the elaborated methodology of plant activities' valuation and adjustable on different problems of chemical hazard control.
This approach can realize on portable means of analytical and computational hardware for the usage directly on the sites of inspections or control. Manufacturing and commercial realization of such movable systems goes, however, beyond the framework of this project
As we can know ES with the knowledge base of such kind had not been created in Russia. In the accessible foreign sources they are not describe also. Nevertheless some aspects of this object field had been studied which includes environmental monitoring, substances' indication, etc.
We are interested in information from our possible foreign collaborators about the modem situation in research and development of ES for environment protection, substances' identification and others.We are interested also in information about modem software applicable for such system's creation for IBM PCs.
