Project summary

Project Purpose: Research of extreme situations beginnings and process development of transitional border ecological thread of the Papan Reservoir to Fergana Valley settlements’ life security and environment.

Papan Reservoir is built in the middle flow of the river. As the result of artificial reservoir exploitation, the ecological balance is destroyed in the influence zone of the reservoir in Fergana Valley. So, the construction of the reservoir is led to hydro chemical regime change and the change of the fresh water quality. Flow deceleration, increase in limpidity, appeared by temperature and gas stratification in the water containing organical and biogenetic matters are increased at the result of lixiviation which leads to the sharp speed of bioproductional processes in the reservoir. The water becomes of little use for drinking. As the results of Papan Reservoir construction the ground water level is lifted up at the nearest areas. The water ruins the houses, destroys different buildings and activates the landslides. Considerable constant gravitational load challenged artificially by them is increases the seismic activity of the territory on the depth area of the reservoir. Papan Reservoir is itself under the seismic zone force 8-9.

The modern condition of Fergana Valley environment is characterized as an ecological dangerous. One of reason is degradation of environment by the result of Papan Reservoir activity and display of extreme situation. This problem in the circumstance of transitional process as in Kyrgyzstan so in other republics of Central Asia regions is not researched enough present time. These and other factors impact on ecological situation of Fergana Valley results to inevitable thread to life security of region settlements, and its environment. The solution of this problem is more complicated because of Fergana Valley Location. It became transitional territory and includes the following regions: Osh, Jalal-Abad, Batken Regions of Kyrgyzstran, Andijan, Namangan, Fergana Regions of Uzbekistan and Sogdu Region of Tadjikstan.

An ecological situation, which has transitional border mean requires to take coordinated and international measures of on improving natural environmental quality at the sake of whole Fergana Valley settlements interest. Theoretical base of the research was consisted by the works of project authors who has been working on given problem for 10-20 years. The authors worked out methodology of Ecological Modeling, which considers differentiated research of ecological parameters of environmental condition. Project team has a great practical experience in given sphere.

They have been working on training Engineer-Ecologist specialties of “Environmental Protection and Rational Use of Natural Resources” and “Protection in Extreme Situations” for about 10 years. Text-books, dissertation papers and other scientific papers on this theme were written by them. The project assumes to include scientific validated methodologies of preventing of extreme situation arise and liquidation of natural calamity in the region. The project presents the opportunity to scientists and specialties associated with “weapons” from Kyrgyz Republic and CIS to redirect their skills for development technologies for peaceful purposes. Especially it concerns the environmental protection sphere, solving of transitional border problems of water resources use and contribution to decision of National and International technical problems meeting humanitarian principles. The project promotes Kyrgyzstan scientists integration in International Associations, supplies applied researches. The project collaborators are involved into the following activities: methodical project auditing; information exchange in the process of project realization participation in the process of project plan realization assistance to project participants to prepare for international conferences organization of joint symposiums and workshops.

The research task includes five matters: 1) Research of ecological situation in the influence zone of Papan reservoir; 2) The monitoring arrangement of water quality of the river Ak-Buura; 3) Monitoring and forecasting of ecologically dangerous natural techno genus processes; 4) Creation of ecological territory model with the purpose of determination the character of tectonic and seismic conditions; 5) Development of protection technology in extreme situations formed in the influence zone.

Computer analysis and solving means will be used in on-line regime. The content of technical approach assumes totality of constructional, technological and organizational matters interconnected in the process of R&D.
