Project summaryCurrently, importance of nuclear-military and nuclear engineering complexes has not decreased, but even has the tendency to increase in the foreseeable future. But the calamity, like the Chernobyl accident, created negative public attitude to the nuclear engineering. And this negative attitude sharply reduced recruiting of young, healthy creative people into this industry. The fact of personnel aging in this industry urgently poses the challenge of maintaining reliability of potentially hazardous facilities. Human factor becomes the top priority in “facility-environment” relations in the broad sense also. By now, a number of regulatory and legislative documents are adopted. These documents made requirements to the personnel health, including requirements to psycho-physiological characteristics, more strict.
Results of psycho-physiological examinations performed at RFNC-VNIITF demonstrated that up to 40% personnel of inpidual nuclear-hazardous facilities has low readiness for professional activity and presents a group of risk. In our opinion, psychologists and medical people are to pay much attention to this personnel group. Personnel discharge because of its professional nonfitness is not the goal of this control. Stuff potential of nuclear facilities is unique and valuable. Conclusions that can be made on the basis of results are that it is necessary to: create a technology how to support psychological and physical health of personnel; develop and construct a mobile prompt system intended to trace psycho-emotional state of workers (within the framework “fitness examination”; and perform timely rehabilitation.
Most interesting and innovative, from scientific and practical standpoint, in the developing the multifunctional hardware-software is the task of having real psychological characteristics and intentions of an examinee. In the case of fitness examination, this examination will be done automatically and take several minutes only preventing attempts of intentional distortion of examination results.
Main characteristics of the hardware-software to be developed:
– portable and stationary multi-functional computer complex (prototype is presented by one of project participants);
– monitoring personnel health condition (health is understood in the definition given by WHO – and namely, physical, psychological, and social);
– computer prompt-diagnostics and correction of health condition of an examinee including fitness examination;
– noninvasive prophylactic and treatment procedures (including those performed during the shift without violating technological process);
– servicing by low-rank personnel;
– adjustment to specific tasks in accordance with qualification and information admission of an operator;
– cost of special equipment – not more than the cost of a computer.
Personnel health monitoring based the hardware-software to be developed can serve the purpose of ensuring safety for both nuclear facilities, and any other potentially hazardous sites.
The task of enhancing «reliability» of the personnel of potentially hazardous industries is pressing for the world community. The approach to this task resolution is the purposive occupational selection of the personnel, increased volume of preventive examinations, just as at facilities and in institutions of MinAtom. The Project is aimed at the development of the hardware-software for the overall screening diagnostics (prompt diagnostics) of the personnel health. This hardware-software is based on principles of information-wave (in other words, energy-information) medicine that integrates achievements of modern Occidental and traditional Oriental medicine.
Information-wave medicine as an independent integrated clinical discipline exists in the list of medical and pharmaceutical specialities of RF public health institutions as reflexotherapy from December 1997. Modern clinical results are based on specific biological effects of low-intensity radiation inherent both to alive tissue, and specially selected preparations and spatial structures. In recent years, Russia has developed many medical devices generating the pertinent radiation and monitoring the human organism reaction to biologically active frequencies. Not physiological, but quantum-mechanical, radio-physical, and cybernetic models of an organism serve the basis for the information-wave medicine as the science.
High-efficiency of the reflexotherapeutic noninvasive software-hardware is marked at annual international conferences “Theoretical and clinical aspects of bioresonance and multi-resonance therapy application». For example, trials of the pertinent «IMEDIS-Voll» hardware-software in medical institutions and preventoriums of RF Ministry of Defense demonstrated high (83%-95%) accuracy of screening diagnostics, as well as efficiency of the therapy even for doubtful and clinically complicated cases and for early diagnostics of pre-pathologic (functional) disorders.
One aspect of clinical assessment of the personnel’s health condition is the determination of occupationally important psychological and psycho-physiologic characteristics. For instance, according to the Federal law "On the Atomic Energy Application" psycho-physiologic examination along with medical examinations are the integral part of the medical support of the personnel activity and the obligatory condition of professional certification for the personnel at atomic energy facilities and institutions in order they could have permission for occupational activity.
At present, assessment of person’s psychological state is most difficult and labor intensive out of all other routine health examinations during occupational selection and assessment of the personnel. But just psychological state is to be assessed during the screening diagnostics of personnel health for those who is going to fulfill most hazardous operations.
At present, psychological state of personnel is assessed using results of psychological tests conducted by professional psychologists. Certain methods are used to test (through testee’s audition and vision) and record psycho-physiologic reactions, general psycho-emotional state, and personality specifics.
The above assessment procedure has some serious drawbacks:
– Qualification of a psychologist is very important. It depends just on him to what extent a testee is in the mood to give true information on his physical condition.
– During the test, intentional or unintentional distortion of the health state-related data by a testee is possible.
2. Psychological tests take much time, up to several hours, and this prevents application of this procedure in routine pre-shift medical examination.
3. At present, regulatory basis of psychological characteristics for particular industries is still weak, and a critical boundary for work permit is undifferentiated.
The above confirms the need in improving the procedure aimed to determine psychological state of the personnel from hazardous industries from the standpoint of preventing subjectivity that distorts results of testing. It also confirms the need in minimizing time of testing – procedure to be combined with other medical regular examinations.
The proposed approach to the problem resolution is based on the concept of close relation between inner structures of a human organism and psychical functions it generates.
Modern reflexotherapy methods allow investigation of inner structures of a human organism, and its physiological state by the noninvasive prompt-method using the energy-information approach. Basic instrumental tool in this approach is the galvanopuncture diagnostics by the methods of R. Voll, Nakatany, the vegetative-resonance test (VRT). These methods are implemented, for instance, in Russian software-hardware "IMEDIS-Voll", "Peresvet-Voll", "ROFESТМ", allowed for application by the RF Ministry of Public Health and found in the State Register.
The available data demonstrate that the above software-hardware allows fast and highly-reliable assessment of person’s physical state, revealing the extent and character of organic lesions he has, and, if necessary, strictly inpidual treatment and rehabilitation procedures in response to particular lesions. It is very important that for the above software-hardware, methods to assess current and deep psychological and psycho-physiological characteristics of a person have been developed and are progressing.
As it was mentioned above, acting on consciousness mainly tests person’s psychological state. As a result, the process rate is conditioned by the "consciousness channel capacity", and this capacity is estimated by the value of several bits/s (with the regard for the rate of voluntary muscular and unconscious physiological reactions to the test). In addition, a testee can deliberately distort the organism state, since sometimes he is uninterested in the adequate depiction of his health state for the fear to loose his work or not to get a permit to work.

The task of energy-information diagnostics consists in a reliable obtaining of human organism state-related information inherent in his consciousness. Galvanopuncture methods allow obtaining of complete information on the human organism state omitting the consciousness channel. And human consciousness is unable to influence this process, since the exchange uses physiological channels via which the information exchange rate can reach several dozens of bit/s and more.
One more important advantage of our procedures is a possibility to influence a human organism using special information packages, the so-cold information preparations. These packages can represent computer files containing structural reference data on the health state and organism’s psycho-physiological state required for the fulfillment of a specific work in certain conditions. Testing an organism with the help of information preparations can be reduced to the mode “Yes-No”. Any deviation from available characteristics can be quickly revealed by means of prompt diagnostic measurements with automatic analysis of obtained data and by means of their comparison with previous data of inpidual monitoring, as well as with the accumulated, in the general database, “reference” parameters of the professional diagram being analyzed and group data available for occupational selection. Using the required preparation and receiving, or not receiving a positive response, it is possible to determine whether the state of a human organism meets certain criteria. In this case this procedure takes minimum time.
At present, in Snezhinsk a team of scientists and engineers, psychologists and medical people with the involvement of developers of the procedure «ROFESТМ» from Ekaterinburg is doing this work. For instance, in the Central Medical-Sanitary Department № 15 (CMSD-15), the laboratory of information-wave diagnostics and therapy uses software-hardware “IMEDIS-Voll and the information (noninvasive) method to treat patients, in particular, with the purpose to assess impacts aggravating organism (infections, radionuclides, electromagnetic fields, etc.). At RFNC-VNIITF, the group of occupational selection and personnel assessment initiated investigations aimed at assessing psychic and psycho-physiological state of employees. For two years, the Center of socio-psychological assistance at the City Committee on the Youth and Family Affairs has been using the software-hardware «ROFESТМ» for examination and revealing patients with deviation behavior. Alcohol and drug addicts, people with psychiatric disorders can be referred to these patients. As for examination methods, the work is being done to obtain data on the human organism state by means of registration its intrinsic radiation in the range of extremely high frequency (1-100 GHz). The team has patented ways and methods of etiotropic protection against geopathogenic effects.
– developing the software-hardware based on methods of psychophysiology and reflexotherapy, which is intended for functional screening-diagnostics, monitoring and rehabilitation of both physiological, and psycho-emotional health of the personnel from industries with potentially hazardous technologies;
– improving the application procedure for this hardware-software;
– using experience of RFNC-VNIITF in the simulation and creation of the hardware-software for socially important goals.
For attaining the Project objectives, it is intended to resolve the following tasks:
– studying personnel from risky and hazardous industries in order to reveal and systemize critical characteristics of industries, which bring people to the near-stress state;
– compiling the computer database in order to store inpidual banks of data for an employee including his physiological and psychological features that are necessary to successfully meet requirements specified by a particular profession;
– simplifying methods intended to diagnose an inpidual’s state for determining his readiness to execute a job at a hazardous enterprise;
– improving instrumentation, as well as unification of different methods and devices into the integral complex suitable for all types of testing the personnel occupational fitness;
– developing methods of psycho-physiological support and rehabilitation of the personnel health.
