Project summaryAccording to the WHO data, polychlorinated biphenyls (PCB), that have been widely used in electrical and chemical industry, are among 12 most dangerous and hardly decomposing environmental pollutants.
The city of Serpukhov with population more than 138 thousand people is a typical industrial city of central part of Russia. Here there are more than 50 industrial enterprises of various types. Problem number one in the city of Serpukhov is contamination by polychlorinated biphenyls. The source of contamination has been determined: Scientific-and-Productive Enterprise "Condensator", that has used polychlorinated biphenyls in technology for capacitors production since the early sixties. As a result of imperfection of the technology and difficulty of laboratory control, large PCB amount has got in environment during 20 years of work.
As a result of investigations it was determined that soil of practically the whole "Zaborie" territory, where "Condensator" plant is situated, is contaminated by PCB in a varying degree. Summary level of compounds of low- and high-chlorinated biphenyls concentration in soil exceeds approximately permissible concentration (APC) dozens and hundred thousands of times. Most of the contaminated zone is occupied by private living houses with adjoining sites, actively used for plant growing production.
As a result of sanitary-hygienic examination of people, inhabiting the "Zaborie" area, there have been determined evident deflections, becoming apparent in heightened sickness rate of a number of organs and systems, are observed in health state of population. Heightened epidemiological attributive risk of morbidity of blood circulation system, breath organs, skin, digestion organs, endocrine system, bone-and-muscle system, total sickness rate, women's sickness rate, malignant neoplasms has been noted on the investigated territory. Increased mortality from blood circulation system diseases, malignant neoplasms, breath organs diseases is peculiar to the population of the contaminated territory. Increase of tuberculosis risk groups among children and teenagers, increase of tuberculosis infectiousness have been determined. The extremely dangerous ecological situation in Serpukhov dictates the necessity of conducting works on cleaning the territory, contaminated by polychlorinated biphenyls.
The goal of the given project is to conduct ecologically sound soil bioremediaiton nearby Serpukhov "Condensator" plant, contaminated by polychlorinated biphenyls, using special microorganisms-degraders.
In the course of the project work it is planned to conduct recultivation measures on the territory of 2 hectares, contaminated by polychlorinated biphenyls in concentration about 49 mg/kg of soil. On the contaminated territory soil ploughing will be done, then biomass of microorganisms – PCB degraders will be introduced into it. During summer of 2001 it is planned to reduce the pollutant concentration in 10 times, from 49 down to 5 mg/kg of soil.
Based on background of medical information, the electronic database will be created related to the health status of population inhabited polluted areas.
The data on the soil recultivation and lowering disease risk of the population inhabited "Zaborie" area should serve as a basis for the Serpukhov Administration making decision on large–scale technology implementation for improving ecologo-hygienic situation in Serpukhov.
