Project summaryAt the present time the Kyrgyz Republic has no uniform informational and analytical center for monitoring and analysis of situation on quarantine, extremely dangerous and other infection diseases.
Timely delivering of necessary operative information from other ministries and departments, establishments of the general medical network for sanitation and epidemiological service is practically impossible because of absence of the uniform centralized alarm system equipped with up-to-date communication facilities.
There is no communication and information interchange with sanitation and quarantine points on the state borders. Such situation does not allow timely organization of set of antiepidemic measures on identification and elimination of reasons under the state of emergency including the situation under the threat and application of biological pathogens for terrorist aims.
Republican center for quarantine and extremely dangerous infections experiences great problems with receiving of operative information from neighborhood states because of absence of online communications and access to Internet.
Interconnections with the institutes of the Russian Federation and other NIS, which have been collaborating with Kyrgyz respective organization on “closed” issues, also present difficulties.
Sickness rate data on infection diseases have been produced only monthly and separately by different institutions depends on their profiles. The mostly occurred infectious diseases, which are common for human beings and animals, are as following: brucellosis, tuberculosis, charbon, echinococcosis and others.
The most problems RCQ&EDD experiences with collecting data on epizootic situation in the Kyrgyz Republic, what considerably hampers timely and comprehensive conduction of prophylactic measures.
Kyrgyz Republic has no unified data bank on existing live cultures, renewal of storage conditions, provision of their safety and elimination. The overall list of persons that have an access to live cultures of extremely dangerous diseases stored in laboratories has not been developed yet.
There are number of resistant natural nidus of plague, charbon, arbovirus and other infections on the territory of the Republic. Such situation needs permanent monitoring to assess their biological hazard.
After the collapse of the Soviet Union the Kyrgyz Republic inherited wide spread network of microbiological laboratories of different levels of the Ministry of Health, scientific research institutes and research centers, microbiological laboratories belonged to other ministries and departments. The overall number of such kind of laboratories is up to 100. Above mentioned laboratories employed more than 300 specialists with higher and average technical education. The use of laboratories and specialists for bio terrorist aims cannot be excluded too. To prevent this hazard the necessity of development of unified data base of all existing microbiological, virological laboratories with the specification of their equipment, personalized data base of all specialist working in the microbiological area in the Kyrgyz Republic.
The development of Republican Information and Analytical Center, which will be based on up-to-date information and communication technologies, will allows solving above described problems crucial for the national safety and minimizing the hazard of bio terrorism.
Within the network of the “Virtual Silk Road” project there has been provided the high-speed access to scientific educational computer networks, what allows the effective use both national and international information sources in the different fields of science, technology and medicine, effective on line interconnection of interested parties, applying tele and videoconferences and other forms of virtual intercommunications.
The establishment of unified information and analytical center will allow:
- twenty-four-hour reception and transfer of information on epidemiological situation in the Kyrgyz Republic and in the whole world;
- taking adequate preventive and antiepidemic measures under the conditions of epidemiological hazard;
- coordination of specialists’ efforts of the interested ministries, departments, scientific and research institutes on development of system of protection from biological calamity.
