Project summary

The Project objective – to prepare all necessary materials both to develop and to issue the proposal on the full-scale project: "Creation of Methods and Devices for Clearing the Waters of the World Ocean from the Flooded Chemical Ammunition and Radioactive Wastes".

Statement of a problem:

At different times the battle chemical toxic substances and radioactive wastes were flooded in different points of water area of the World Ocean. Presumably there's not less than 40-60 such burial places of battle toxic substances in the World Ocean. The precise quantity of these burial places is yet unknown as not all states have confessed and revealed the places of burials made by them.

The largest burials of battle toxic substances were made in 1946-1947, when the states of the Anti-Hitler Coalition flooded the battle chemical toxic substances of fascist Germany in the Baltic Sea and in the Strait of Scagerrak, connecting the Baltic sea with the Northern Sea. Then 303 thousand tons of such substances were flooded, 268 thousand tons of which were loaded by the USA and England in 42 old ships and flooded in the Strait of Scagerrak on the depth of 180-240 metres. 35 thousand tons were flooded by the USSR. In violation of the Agreement, the burial was made in bulk near the city of Liepaija and the Isle of Bornholm.

The flooded toxic substances, and yperite in particular are the strongest chemical mutagens capable to affect the genes, ruin the genetic code of a man and of all leaving organisms and to raise pathological mutations for many succeeding generations. Some scientists consider that 4-5 generations can have such mutations. According to the information of other scientists yperite can affect the genes and chromosomes during 800 years for 40 generations.

The investigations carried out in England, Russia and other countries have shown that even one molecule of yperite is enough to raise mutations throughout 3-5 generations of people. Shells and bombs with battle toxic substances flooded in water area of the World Ocean contain as well the explosives which are intended for explosion and dispersion of toxic substances. In due course the explosives can picratize. As a result the picrates of the explosives are formed which are extremely sensitive to blows, pushes and consequently to detonation. Although they can't explode on their own, such a danger during the neutralization and extraction of battle toxic substances really exists.

When reaching a certain degree of a corrosion wear and tear of metal bodies the high layers of shells and bombs will press through the underlying. It will entail a volley-like leakage of battle toxic substances into the waters of the World Ocean with all the ensuing consequences, lethal for the biosphere of the Globe (Пресс-конференция пресс-секретаря Президента Российской Федерации С.Ястржембского. – Москва, Кремль, 8.12.1997, 16:00).

This process is unavertive and irreversible, if no urgent measures are taken to prevent it. Taking into account the thickness of walls of bodies of the ammunition and the speed of their corrosion wear and tear, only about 5-7 years remains for liquidation of lethal threat.

The calculations show that even 10% of all battle toxic substances flooded in 1946-1947, thrown out in a volley, will appear sufficient for the annihilation of the whole biosphere of the Globe. The problem of the radioactive wastes buried in various points of water area of the World Ocean becomes more and more sharp. The containers, which they are buried in, are also subject to intensive corrosion (Довгуша В.В., Тихонов М.Н. Радиоактивные отходы в морях и океанах // Журнал "Энергия". 1994. № 8. С. 26-31).

The American scientists have proved, that at joint interaction of chemical toxic substances and radioactive wastes their toxicity strengthens not less than 1000 times (Shanon Sara Diet for the atomic age // Avery publishing Group INC. Wayne, New Jersey. 1987. – 300 p.). The indicated reasons put forward before the world community the requirement to solve a problem of emergency removal from the World Ocean both toxic substances and radioactive wastes. However, unfortunately, now scientists of international community being taken unawares, can't offer anything but to leave all as it is now or offer rather expensive and unsecure methods of battle toxic substances conservation at the sea-bottom. The forecasting of the situation shows that on a initial stage of a potential global catastrophe Sweden, Denmark, Germany, Poland, Lithuania, Latvia, Estonia, Finland, Spain, France, England, Ireland, Netherlands, Belgium, Norway, Russia, USA, Mexico, Cuba, Haiti, Dominican Republic, Jamaica, Guatemala, Honduras, Salvador, Nicaragua, China, Japan, Korea, India, Ceylon, Indonesia, Australia, Philippines New Zealand and many other countries will suffer most heavily.

In order to prevent this catastrophe the implementation of the preparatory and the basic full-scale Project "Creation of Methods and Devices for Clearing the Waters of the World Ocean from the Flooded Chemical Ammunition and Radioactive Wastes" is provided.

The influence of the offered and full-scale projects on the progress in the field of clearing the water area of the World Ocean from battle toxic substances and radioactive wastes. The offered project has a preparatory character and concerns the category of applied research and development. As a result of its implementation all necessary materials and appropriate information for development of the proposals for the full-scale Project "Creation of Methods and Devices for Clearing the Waters of the World Ocean from the Flooded Chemical Ammunition and Radioactive Wastes" will be prepared.

The implementation of the full-scale Project will allow to develop necessary highly effective ways and devices for the solution of a problem of reliable and proper clearing the World Ocean of the flooded battle toxic substances and radioactive wastes and thus, to prevent a global ecological catastrophe. The full-scale Project should provide the development of methods and devices necessary for removal of corrozed ships containing battle toxic substances, of toxic substances themselves flooded in bulk and corrozed containers with radioactive wastes without any damage and what is more – destructions.

The Project should envisage the development of methods of eliminating the picratization of explosives. It should also provide the development of methods and devices for removal from the sea-bottom of the accumulations of toxic substances which have flowed out from bodies, destroyed by corrosion.

In connection with the above-stated the full-scale Project solves completely the problem, which is beyond other scientists' and engineers' strengths. Their powerlessness determines their proposal: "not to touch and to leave as it is now".

There's no doubt that if the scientists of many countries conduct systematic research of a considered problem for dozens of years they will also come to the same outcomes, as Mikhail Tyavlovsky and Lyutsiya Tyavlovskaya have received after more than 30 years of scientific activity in the indicated direction.

In connection with the available unique scientific and technical achievements for more than 30-years period of activity it is supposed to ensure proper protection and defense of the intellectual property in the form of new methods and devices.

These methods and devices are intended for localization and liquidation of any situations, including extremal (if there is spontaneous leakage of battle toxic substances or radioactive wastes into the environment). They should ensure the elimination of destruction of badly corrozed bodies of the ammunition or bodies of the ships during their removal and should ensure the elimination of detonation of picratized explosives.

Expected outcomes.


Under the grant:
• Development and coordination with the collaborator of the working plan of the full-scale Project.
• Issuing and submission to the ISTC of the proposal on the full-scale Project: "Creation of Methods and Devices for Clearing the Waters of the World Ocean from the Flooded Chemical Ammunition and Radioactive Wastes" in accordance with the requirements of the Instruction for Proposal Preparation, approved by the ISTC Governing Board on November 9, 1998.

Under the full-scale Project it is supposed to execute:


• Development of the theoretical fundamentals of new methods and devices for clearing the waters of the World Ocean from the flooded chemical ammunition and radioactive wastes.

• Development of methods and devices intended for removal of corrozed ships containing battle toxic substances and also of corrozed containers with radioactive wastes and battle toxic substances flooded in bulk in various points of water area of the World Ocean and other reservoirs. Taking into account the corrosion wear and tear, the elimination of destructions of bodies or containers and leakages of battle toxic substances and radioactive wastes from them should be ensured. During the implementation of the full-scale project the methods eliminating the detonation of picratized explosives should be developed.

• Development of methods and devices for emergency liquidation or localization of the centers of leakages of battle toxic substances that have already taken place.

• Issuing and submission to the European patent department of the documents for receiving patents on the developed new methods and devices.

Developed within the full-scale project methods and the devices intended for clearing the water area of the World Ocean from battle toxic substances and radioactive wastes can be used by many countries and first of all – Sweden, Denmark, Germany, Poland, Lithuania, Latvia, Estonia, Finland, Spain, France, England, Ireland, Netherlands, Belgium, Norway, Russia, USA, Mexico, Cuba, Haiti, Dominican Republic, Jamaica, Guatemala, Honduras, Salvador, Nicaragua, China, Japan, Korea, India, Ceylon, Indonesia, Australia, Philippines New Zealand.

The advantages of the prospective full-scale Project are that in comparison with available analogues the project solves a wide range of problems, which exist or which can appear in various unforeseen, extremal situations.

Due to 34 years of continuous work on the indicated problem professor M.Tyavlovsky and engineer L.Tyavlovskaya nowadays dispose a large unique store of knowledge and experience characterized by indisputable novelty, actuality, high technological and ecological indices. They have 5 publications on a considered problem and are the authors of 13 applications for the prospective patents. The submitted applications have passed a preliminary expert examination and are adopted for consideration. On the other 15 proposals the materials are not submitted to other patent departments yet.

Realization of their unique experience allows at minimum costs (100 and more times cheaper than other available proposals), in minimum terms (3-4 years) to solve a problem of clearing the waters of the World Ocean from battle toxic substances and containers with radioactive wastes with a maximum high reliability and quality of works.

The participants of the project.

The highly skilled specialists who are possessing experience in research and development in the military industry (in ENV-APC, ENV-EHS, ENV-RED, ENV-RWT, ENV-SPC, ENV-WDS, ENV-WPC technology areas) and in the field of environmental protection will be involved in the implementation of the present Project.

ISTC Weapon Expertise Areas of the participants of the Project: 2.4 (Basic knowledge on CW design and their effect on human system) and 5.3 (Others).

Among 6 main workers 1 has a scientific degree of a Doctor of technical sciences, academic status of a Professor and honorary title of an Honored Science Worker of the Republic of Belarus, being the Academician of three Academies; 1 has a scientific degree of a Candidate of technical sciences. 3 specialists earlier were connected in their activities with military subjects and had achievements in that area.

Conformity of the Project with the ISTC objectives.

The present and full-scale Projects completely responds to the primary ISTC objective – to provide to weapon scientists and engineers the opportunity for peaceful scientific and research activity.

The value of the Projects from the point of view of alternative employment of weapon scientists and is the following:


• The Projects provide to weapon scientists and engineers the opportunity for re-orientation of their abilities to the peaceful activity.
• The Projects encourage the integration of scientists of the Republic of Belarus into international scientific community and favor the transfer of military science in creative channel.
• The Projects stimulate basic and applied research and development of technologies in peaceful purposes, especially in the field of environmental protection. They assist the solution of an urgent and one of the most pressing international global problem – clearing the waters of the World Ocean from the flooded chemical ammunition and radioactive wastes.

At the same time it is necessary to mark a very humane and high-moral global ISTC objective: to change consumer and necrophilic character of the scientific and technical progress to biophilic, reproductional, vital character directed at the protection and the preserving of the biosphere of the Globe. Globalization of the ISTC activity will allow to consolidate both the scientific people and the world community for the solution of a problem of preservation of the biosphere of the Globe.

Scope of work under the grant.

According to the technical schedule the whole scope of works for the implementation of the present project is 6 months and it provides the accomplishment of the following tasks:


• Development and coordination with the collaborator of the working plan of the full-scale Project.
• Issuing and submission to the ISTC of the proposal on the full-scale Project "Creation of Methods and Devices for Clearing the Waters of the World Ocean from the Flooded Chemical Ammunition and Radioactive Wastes".

Role of collaborator:


• information exchange during the implementation of the present and full-scale Projects;
• presentation of comments to the technical reports on both Projects;
• rendering assistance to the participants of the Projects in taking part in international conferences, congresses, symposia;
• carrying out joint seminars and working meetings.

Technical approach and methodology.

The community of the scientific and technical approach to the problem on all stages of activity within the framework of the present and full-scale Projects is that for more than 30 years the scientific manager of the Project Mikhail Tyavlovsky and the main research worker Lyutsiya Tyavlovskaya on the basis of the fundamental tenets of physics and chemistry have obtained considerable amount of new scientific and technical information. This information allows not fragmentally, but on the whole to come up to the solution of a problem taking into account the situation existing now or any other extremal, which can arise in the future.

The technical approach in the solution of a problem is based on fundamental tenets of physics and physical and chemical bases of materials.

The essence of the methodology of the full-scale Project consists of the complex approach to the solution of a problem taking into account the existing situation stipulated by the strong corrosion of bodies and picratization of explosives of detonating fuses of bombs and shells containing battle toxic substances and also all possible situations including extremal.

The offered approaches and methodology of solution of the problems of the full-scale Project are the objects for "know how" and patenting.
