Project summary

The documents of the UN Conference in Rio (1992) in particular "The Agenda for XXI Century" aim at the development of methodical bases of countries transition to a stable development. The Concept of transition is developed also in Russia. The importance of the economic mechanism creation for a stable development is underlined in it. In Russian Federation there are some investigations in the field of separate elements of the stable development. They started even before the adoption of decisions of the above mentioned UN Conference. Many results in these researches, especially in the field of chemical and ecological safety, belong to the developers of this project.

The development of conceptual propositions for the economic mechanism of the ecological safety maintenance at chemical factories will be done during the realization of the project. This work will be based on the analysis of native and foreign experience. It complex nature will be its specific feature. It is planned to do the estimation of the ecological threat of chemical and technological objects (CTO) basing on the prediction of both accidental and systematic risk and the value of damage caused to recipients by ecological accidents.

It is planned to develop the bases of economical mechanism providing the conditions of ecological safety at chemical factories.

The generalized characteristics of the state of environment corresponding to the demands of the ecological insurance system creation will be prepared using the example of several cities of the Volga region.

The approaches will be developed to the estimation of ecological danger of enterprises and factories which results in the accidental pollution of the atmosphere, ground, and water sources.

The influence of ecologically danger CTO to the environment will be experimentally estimated.

The recommendations will be prepared for the ecological safety maintenance of technological objects by the creation of the regional system for pollution risk insurance.

The variant of the Federal law projects “About an Obligatory Ecological Insurance” and decision (order) of Russian Government “About the Realization of Federal Experiment on the Development of the Ecological Insurance” will be prepared.

The natural and economic estimations expert system for the risk of the environment pollution by toxic chemical substances will be created as a result of the project. It will give the possibility to come to the optimal decisions in the elimination of negative pollution consequences, which are caused by both accidental and regular work of chemical and technological objects.

The developed conceptual clauses of chemical and ecological safety will become in future the nucleus of the approach giving the possibility to estimate the risk of economical danger from the accidental environment pollution.

The project will provide the scientific base for the development of normative methodical documents on ecological danger of industrial objects, for the definition of economic damage caused by the accidental environment pollution, and ecological insurance at the chemical factories. The development of ecological insurance will result in the appearance of additional (commercial) sources of the nature protective measures financing at the chemical factories. Experimental results will be approved at the chemical factories located in the Volga river basin. The realization of the project will provide the scientific, organizational, and financial conditions for the decrease of the danger level for numerous CTO located in Volga region and for the improvement of ecological conditions near Volga.

The collaborator will take part in the work at the project on the level of the analysis of existing native and foreign works on the problem of ecological safety provision at chemical factories. They will also participate in the structure of scientific and technical safety provision and the development of ecological insurance principles. The foreign collaborators will take part in the information exchange, common publications and conferences.
